Secretary of State Visits Bridgeport to Celebrate New Child Care Law
BRIDGEPORT, W.Va. — West Virginia Secretary of State Kris Warner joined lawmakers, child care advocates, and providers in Bridgeport this week to celebrate the passage of House Bill 4191, a new law designed to strengthen child care services across the state.
The event was held at Cubby’s Child Care Center and included representatives from the West Virginia Association of Young Children and legislators who supported the bill during the 2026 legislative session.
Supporters say the legislation is one of the most significant child care measures passed in recent years and includes changes intended to support providers, working families, and employers. One of the major provisions shifts eligible provider payments toward an enrollment based model rather than daily attendance to provide more stability for child care centers.
State Senator Mike Oliverio said additional efforts could follow, including proposals aimed at helping recruit and retain child care workers.
House Bill 4191 became law after being approved by the Legislature and allowed to take effect without a signature from Governor Patrick Morrisey.
Supporters say the bill is an important step toward expanding child care options and supporting West Virginia families and workforce needs.
